Discretionary Grants
UPDATE: The Board of Commissioners will review and allocate grant requests once a year. Grant requests are due by October 15. Please submit requests using the online application portal (link below). Grant requests will be reviewed in late October and awards will be allocated following the review process.
Discretionary Grant Checklist:
- You have an Oregon Tax ID Number.
- You have proof of Non-Profit Status ready for upload to the Discretionary Grant Application Form.
- Fill-out the Discretionary Grant Form via the online grant portal that can be found here: https://weblink.deschutes.org/Forms/discretionarygrantapplication

Spay and Neuter Grants
The Board of Commissioners will review and allocate Spay and Neuter Grant requests in May 2025. Grant requests are due by Wednesday, May 21, 2025. Please submit requests using the online application portal (link below). Grants awards will be allocated following the Board of Commissioners review. It is recommended that grant requests not exceed $2,000.
Spay and Neuter Grant Checklist:
- Proof of the organizations 501(c)(3) tax-exmpt status in the form of a letter from the Internal Revenue Service (IRS).
- An operating budget specific to the proposed program, project, or activity.
- A financial statement that shows actual total revenue and expenditures for the recently completed 12-month period.
- Fill-out the Spay and Neuter Grant Form via the online grant portal that can be found here: Spay and Neuter Grant Application

ARPA Funds
All Deschutes County ARPA funds have been allocated as of August 23, 2023. If you have an ARPA-related question, please email arpa@deschutes.org.
In March 2021, the American Rescue Plan Act of 2021 (ARPA) was signed into law. The bill gives emergency funding for state, local, territorial, and tribal governments to provide relief to support public health response work and equitable economic recovery. Deschutes County will receive more than $38 million in American Rescue Plan Act funds. For more information, visit the Deschutes County ARPA Funds page.
