Legacy Rural Residential Development
On July 1, 2021, the Deschutes County Board of Commissioners lowered land use fees by 25% for non-farm dwelling and forest template dwelling applications in Haner Park, Meadow Crest Acres Subdivision, Skyline Subdivision, 1st Addition to Skyline Subdivision, Section 36 and Squaw Creek Canyon Recreational Estates 1st Addition. These six areas were subdivided and/or created prior to Oregon’s Statewide Planning Program taking effect in Deschutes County in the 1970s. Today, despite their history as rural residential subdivisions, they are zoned Exclusive Farm Use or Forest Use and subject to strict resource zoning requirements dictated by State law that affect the siting of new dwellings, remodels, additions and accessory structures.
Recognizing the challenges for property owners in these areas who want to build on their land/utilize their development rights, the Community Development Department is providing additional resources to property owners who own vacant lots or parcels in these locations. Recent land use decisions approving non-farm dwellings and/or forest template dwellings in these areas can made available upon request. Additionally, staff is available for pre-application meetings to discuss the State criteria that must be satisfied to site a non-farm or forest template dwelling.
