When do you need to go through the Tank Abandonment Process?

Decommissioning of Systems

(1) The owner must decommission a system when:
 (a) A sewerage system becomes available and the facility the system serves has been connected to that sewerage system;
 (b) The source of sewage has been permanently eliminated;
 (c) The system has been operated in violation of OAR 340-071-0130(13) and a repair permit and Certificate  of Satisfactory Completion have not subsequently been issued for the system;
 (d) The system has been constructed, installed, altered, or repaired without a permit required in this division, and a permit has not subsequently been issued for the system; or
 (e) The system has been operated or used without a required Certificate of Satisfactory Completion or Authorization Notice and a Certificate of Satisfactory Completion or Authorization Notice has not subsequently been issued for the system.

Tank Abandonment Process

Tank Abandonment within the City of Bend require multiple permits and coordination between Deschutes County and City of Bend. Below are the necessary steps that need to occur for a successful transition to the City of Bend sewer system.

• You will need to apply for an Onsite Permit through Oregon ePermitting follow the instructions below to apply for an Onsite Permit.
• Apply for the appropriate sewer connection permits through the City.
• A blank Tank Abandonment form will be uploaded to the documents section of your Onsite Permit once the permit is issued. After the septic tank is properly decommissioned, upload the completed Tank Abandonment Form and a copy of the pumper’s receipt to the permit.
•  Schedule a Septic Tank Abandonment (7170)  inspection with Deschutes County (Note: an inspection by the City does not count as a Deschutes County inspection. You must schedule an inspection under the Deschutes County Onsite Permit).
• Once the Deschutes County inspection is complete and approved, you may cover the area of the decommissioned tank. A copy of the approved inspection results will be sent to you

Summary of Instructions

Step 1: Log into your account on the Oregon ePermitting website. Follow instructions located on the webpage here to create an account.  

Step 2: Hover over the “Apply” button and select “Onsite/Septic Application”.

Step 3: Select Deschutes County Onsite, then select the “Onsite Permit” Application Type. Search for your address.

Step 4: Fill in any other necessary information such as the Contact information, site contact, applicant and any required information which will be marked with a red asterisk (*).

• In the description of work, ensure that you write "Tank Abandonment".
• For the Type of Application field, select "Construction Permit - Residential".
• 

Step 5: Upload all required Documents, view the table below for more details as to what documents are required.

• Documents uploaded should not be pictures or photos of the document.  Image files do not meet file type requirements.
• PDF documents are the only document file type that will be reviewed, .ZIP files will not be accepted.

Step 6:  Once your application has been submitted and deemed complete by staff, all applicable fees will be invoiced and ready for payment. If your application is not complete, the permit technician will send you an email with the outlined missing elements of your application.
