When are drawings and documents required?

Per OAR 918-311-0040, any structure with an electrical system designed, constructed or reconstructed with any of the following, will require Electrical Plan Review and the submittal of drawings and supporting documents.

  • A service or feeder beginning at 400 Amps where the available fault current exceeds 10,000 Amps at 150 Volts or less to ground or exceeds 14,000 Amps for all other installations; or
  • Installation of a 150 KVA or larger separately derived system as defined in Article 100 of the National Electrical Code (NEC); or
  • Addition of a new motor load of 100 HP or more; or 
  • Fire pump installations as defined in Article 695 of the NEC; or
  • Emergency systems installations as defined in Article 700 of the NEC; or
  • A service or feeder rated at 600 Amps or over; or
  • Voltage. More than 600 supply volts nominal; or
  • Renewable Energy. Renewable electrical energy systems rated over 25 KVA; or
  • Height. More than three stories; or
  • Occupancy.
    • Six or more residential units in one structure; or
    • An “A” (Assembly) occupancy, “E” (Educational) occupancy, or “I-2” or “I-3” (Institutional) occupancy as defined in the adopted Oregon Structural Specialty Code; or\
    • Any of the following special occupancies as described in Chapter 5 of the NEC adopted by the board in OAR 918-305-0100:
      • Hazardous (Classified) locations as defined in Articles 500 to 516; or
      • Installations in patient care areas of health care facilities as defined in Article 517; or
      • Agricultural buildings used for commercial purposes, as defined in Article 547; or
      • Floating buildings as defined in Article 553; or
      • Marinas and boat yards as defined in Article 555; or
  • Recreational Vehicle Park. A new recreational vehicle park, or any addition or alteration to an existing park.

Standard Requirement for Drawings & Documents

  • Drawings shall be legible and drawn to scale:  1/8”  = 1’-0” minimum when uploaded.
  • Drawings must show conformance to the applicable local and state codes.
  • Do not use the color Red.
  • Project address to appear on all documents.
  • File extensions shall be PDF only.
  • Document files shall be named with a general description of what the PDF contains.  Example names:  EL Drawing Set; EL Product Cutsheets;  Electrical Calcs; etc.
  • Drawings and Calculations must be stamped/signed by an Oregon Licensed Engineer, Architect or Signing Electrical Supervisor.
  • Electrical Drawings shall be combined and uploaded as a single PDF file. 
Electrical Drawings Shall Include:
  • Feeder riser diagram showing panel location & circuit schedules;
  • One line riser diagram showing bonding and grounding and conductor sizes;
  • Available fault current on the line side of service disconnect;
  • Complete load calculations, or provide applicable load records, for all new installations and for additions to existing installations;
  • Fixture schedule, showing type, location and layout of fixtures
  • Identification of the employer, identification and signature of person who prepared the plan, license number if the person is an Electrical Supervisor and professional registration number if the person is an architect or registered professional electrical engineer, and
  • Location of emergency systems, identifying power source and the system on the plan
  • Additional information to show compliance with the current Oregon Energy Efficiency Code
  • Identify any Fire-Rated Assemblies
  • Where Applicable: 
    • Identify EV Infrastructure to show compliance with OAR 918-460-0200
    • Identify Solar-Ready requirements to show compliance with 2022 OSSC Section 3111.4, such as, but not limited to: 
      • pathways for routing conduit or piping from the solar-ready zone on the roof to an electrical service panel or other approved location,
      • indicate wall or floor area, or combination thereof, to accommodate the future placement of inverters, meters & similar equipment.

 

Instructions

Notice:

  • Do not apply until your application is complete and all required documents are ready to be uploaded with the application.
  • Incomplete applications will be withdrawn with an email notification sent to the applicant.

Step 1: Log into your account on the Oregon ePermitting website. Follow instructions located on the webpage here to create an account. Ensure that you associate licenses to your account prior to applying for the Commercial Electrical permits. 

Step 2: Search for your address and then select the Application Type as follows:

  • Commercial - Electrical

Step 3: Fill in any other necessary information such as the Contact information, contractors assigned to the job, site contact, applicant and any required information which will be marked with a red asterisk (*). If associated with an active building permit, include the permit number in the description.

Step 4: Upload the required documents.

  • Documents uploaded should not be pictures or photos of the document.  Image files do not meet file type requirements.
  • PDF documents are the only document file type that will be reviewed, .ZIP files will not be accepted.

Step 5: Once your application has been submitted and then deemed complete by staff, initial fees will be invoiced and ready for payment. If your application is not complete, the staff will send you an email with the outlined missing elements of your application.

Revisions

For changes that occur after a permit has been issued, the following is required:

  • All revised areas must be clouded on the Drawings.  Cloud only the specific area(s) of change. 
  • All impacted drawing sheets need to be updated/revised.
  • All revised supporting documents need to be included.
  • Only upload the revised drawings sheets and supporting documents.
