Proposal Summary
The property owner requests a Conditional Use Permit and Site Plan Review for a winery as a commercial activity in conjunction with farm use in the Multiple Use Agricultural Zone (MUA10). The property owner proposes to convert a portion of an existing accessory building into a tasting room and office space. The proposal also incudes the conversion an existing barn for small scale wine production and wine storage. The approval would include the production of up to 2,000 cases of wine annually as well as hosting wine related events on the property, wine tastings, wine dinners, and other wine marketing events directly related to the sale and promotion of wine produced from the vineyard. No new buildings or structures are included in the proposal.

Proposal Status
The applications were received on June 7, 2022. The initial Public Hearing took place on Tuesday, October 10, 2023 at 6:00pm.
Prior to the hearing, the applicant requested a continuance pursuant to Deschutes County Code section 22.24.140(A)(1). A new hearing date was set for Tuesday, October 24th.

The Hearing’s Officer issued a decision approving the applications on January 2, 2024. A timely appeal (ref. 247-24-000018-A) was filed to this decision on January 9, 2024, requesting the proposal be reviewed by the Board of County Commissioners (Board).
In the Consideration to Hear on February 14, 2024, the Board of County Commissioners (Board) decided to hear the proposal and appeal in a Public Hearing. The Public Hearing before the Board will be conducted de novo. The Work Session and Public Hearing dates are as follows:

- Public Hearing - April 10, 2024

During the Public Hearing before the Board an Open Record Period of 7-7-7 was set for the review. The deadlines for the Open Record Period are as follows:
