Newberry Country Plan

Background

In 2013, Deschutes County adopted the Newberry Country Plan as an appendix to the County's Comprehensive Plan. Defined roughly as the area of Deschutes County south of Lava Butte to the County line, this plan provides area specific goal and policy guidance for growth and development over a 20-year period.

The Community Development Department is kicking of an update to the Newberry Country Plan in January 2025. This project will update existing conditions information throughout the document, and update goals and policies related to natural hazards, natural resources, and housing. The project will consist of the following phases:

  •  Phase 1: Project Initiation (Jan - April 2025)
    • Background research
    • Update existing conditions and projected trends
    • Create a community engagement plan and communication strategy
    • Establish project website and FAQS
  • Phase 2: Policy Development (April - Aug 2025)
    • Community engagement activities (late spring/early summer)
    • Policy creation
    • Initial review with PC
  • Phase 3: Adoption Process (Aug - Dec 2025)
    • Compilation of final draft document
    • PC Hearings
    • Board of County Commissioner Hearings
